    Ohio spent nearly a billion dollars on private school voucher scholarships in 2024

    Ohio spent nearly a billion dollars on private school scholarship programs for the 2024 fiscal year, the first full year with near-universal school vouchers.

    The total scholarship amount for Ohio’s five private school scholarship programs was $970.7 million, according to final data from the Ohio Department of Education and Workforce. Well more than a third that money ($406.7 million) was from Education Choice Expansion scholarships.

    “I think this does have potentially a negative impact on students, on public schools around the margins, as you see those enrollment trends, but then in the big picture, when you have close to a billion dollars in public money that’s going to private schools, that means a billion dollars in state money that’s not available to meet the needs of the nearly 90% of kids that attend our public schools,” said Ohio Education Association President Scott DiMauro.

    The $970.7 million number is higher than the estimated $964.5 million the nonpartisan Ohio Legislative Service Commission predicted when it came to the scholarship programs.

    The five private school scholarship programs are the Autism Scholarship Program, the Jon Peterson Special Needs Scholarship Program, the Cleveland Scholarship, the Education Choice Scholarship and the Educational Choice Expansion Scholarship Program.

    Students on the autism spectrum are eligible to receive vouchers up to $32,455 for the Autism Scholarship Program. Students who have an Individualized Education Program (IEP) from their district are eligible for the Jon Peterson Special Needs Scholarship. The Cleveland Scholarship is for all students living in the boundaries of Cleveland Metropolitan School District. Students living in the boundaries of a low-performing school district are eligible for Education Choice scholarships.

    Lawmakers expanded the Education Choice-Expansion eligibility to 450% of the poverty line last year through the state budget — creating near-universal school vouchers. This means a family of four above the $135,000 income threshold can still be eligible for at least 10% of the maximum scholarship.

    K-8 students can receive a $6,165 scholarship and high schoolers can receive a $8,407 scholarship in state funding under the expansion.

    There were 93,159 applicants for the EdChoice Expansion scholarships and 89,794 were awarded scholarships, according to ODEW data. The amount of EdChoice-Expansion scholarship payments more than tripled from fiscal year 2023 to fiscal year 2024.

    For the traditional EdChoice scholarships, there were 44,020 applicants and 42,779 were awarded scholarships — totaling $273.1 million, according to ODEW data.

    During this time, nonpublic school enrollment increased about 2%, going from 169,807 in fiscal year 2023 to 173,156 in fiscal year 2024, according to ODEW data.

    Public school enrollment declined slightly — dropping about 6,000 students from the 2022-23 school year to the 2023-24 school year.

    Most of these new EdChoice Expansion scholarships are students who were already attending private schools, DiMauro said. Ohio’s voucher program started with the Cleveland Scholarships back in 1996.

    “This was intended to help students who didn’t have the resources to have options outside of public schools,” DiMauro said. “(The EdChoice Expansion) is clearly intended to benefit people that had long ago made the decision to send their kids to private schools.”

    In some cases, the universal vouchers have allowed private schools to increase tuition, he said.

    “The increased revenue comes at the expense of the state,” DiMauro said. “It’s the private schools themselves that are directly being subsidized through this program, even more than families are.”

    If private schools are going to accept vouchers, DiMauro wishes there was more transparency when it comes to private school tuition.

    The OLSC predicts the five scholarship programs’ payment total will exceed a billion dollars next year.

    Aaron Churchill, Ohio’s research director for the Thomas B. Fordham Institute, thinks these scholarship payment figures are sustainable year-to-year.

    “I do think we can walk and chew gum at the same time,” he said. “We can support great public schools. We can provide the resources for them. … We can also empower families with greater choice. And I think that’s the direction that Ohio is moving.”

    Total payments for the five scholarship programs for the past five fiscal years, according to ODEW data:

    • $610.2 million in fiscal year 2023
    • $554.5 million in fiscal year 2022
    • $444.5 million in fiscal year 2021
    • $394.2 million in fiscal year 2020
    • $346.6 million In fiscal year 2019

    Remaining scholarships

    For the Cleveland Scholarship this fiscal year, there were 8,626 applicants and 8,361 scholarships were given — totaling $53.6 million, according to ODEW data.

    There were 5,610 applicants for the Autism Scholarship and 5,385 were awarded for $141.7 million, according to ODEW data.

    For the Jon Peterson Scholarship, there were 9,439 applicants and 9,082 scholarships were awarded, totaling $95.6 million, according to ODEW data.

    87,312 scholarships have been awarded as of March 18 — amounting to $394 million in allocated funding, according to the Ohio Department of Education and Workforce.

    There have been more than 91,100 applications for Ohio’s private school voucher expansion program so far this school year — a dramatic increase compared to previous years.

    Out of 91,157 voucher expansion applications, 87,312 scholarships have been awarded as of March 18 — amounting to $394,015,641 in allocated funding, according to the Ohio Department of Education and Workforce. Applications are continuing to be accepted through the end of the fiscal year.

    There were 26,390 voucher expansion applications submitted in 2023 with 24,323 scholarships awarded, and 25,011 applications submitted and 21,873 scholarships awarded in 2022.

    Ohio lawmakers expanded private school voucher eligibility to 450% of the poverty line — or a household income of $135,000 or less for a family of four — in the state budget that was signed into law last summer. Families above the $135,000 threshold can still be eligible for at least 10% of the maximum scholarship.

    K-8 students can receive a $6,165 scholarship and high schoolers can receive a $8,407 scholarship in state funding under the expansion. 63,798 K-8 students were awarded a voucher scholarship and 20,495 high school students were awarded a scholarship, according to ODEW.

    When it comes to traditional EdChoice private school vouchers for this year, 43,330 families submitted applications and 42,477 were awarded scholarships — $270,987,877 in allocated funding, as of March 18, according to ODEW. 40,629 students were awarded traditional voucher scholarships in 2023 and 38,543 received traditional voucher scholarships in 2022.

    Ohioans are divided on this issue. Private school families who use the vouchers are obviously fans, but public school advocates oppose it.

    “Our number one concern about the expansion of school vouchers is that it means significant resources are going to private schools at the expense of the nearly 90% of Ohio kids who are attending our public schools,” said Ohio Education Association President Scott DiMauro.

    Ohio Lt. Gov. Jon Husted, who was the Ohio House speaker when the private school voucher program called EdChoice passed in 2005, recently visited St. Mary’s School in the Catholic Diocese of Columbus as part of a statewide tour of private schools.

    “It’s fantastic because more kids are getting the opportunity to get a great education and a school of their choice,” Husted said during his stop.

    Eighth grader Sorcha Sweeney has attended St. Mary’s in Columbus’ German Village neighborhood since she was in preschool and is on an EdChoice scholarship.

    “I’ve never really been interested in going anywhere else,” she said during a recent roundtable discussion during Husted’s visit to the school.

    She will receive a full scholarship to attend Bishop Hartley High School next school year.

    “I wouldn’t have ever been able to afford (St. Mary’s),” Sorcha mom’s Megan Sweeney said. “Without a scholarship, it just wouldn’t be possible. … Without a private education, she wouldn’t be anywhere close to where she is.”

    St. Mary’s tuition for preschool through eighth grade costs $7,750 and 97% of St. Mary’s families use EdChoice Scholarships, said principal Gina Stull. Between 60-70% of students couldn’t afford the tuition without the scholarships, she said.

    The school currently enrolls about 400 students and expects to have 500 students next year and a waitlist, Stull said.

    “Through those initiatives, EdChoice has been a conduit for the big word of evangelization — trying to spread God’s love,” said St. Mary’s Pastor Vince Nguyen. “… With the EdChoice voucher program we have tried to love every single kid, catholic or not catholic, that comes through our doors here at St. Mary’s School.”

    Despite the explosion of private school vouchers in Ohio, DiMauro said there has been little impact on Ohio’s public school enrollment.

    “The evidence is very clear that the vast majority of those vouchers are going to students who are already attending private schools,” DiMauro said. “… It is about subsidizing private schools.”

    Husted said the vouchers have “accountability and oversight” safeguards in place so something like the Electronic Classroom of Tomorrow online charter school scandal from 2018 will never happen again.

    ECOT was forced to shut down after the Ohio Department of Education said Ohio’s first online charter school needed to repay much of its state aid for the 2015-16 and 2016-17 school years after the school inflated enrollment numbers. ECOT still owed the state $117 million in 2022.

    “I actually just spoke with (Ohio Department of Education and Workforce) Director (Steve) Dackin about this the other day, and I asked him whether he felt the safeguards are in place to make sure something like that didn’t happen again and he reassured me he thought there were,” Husted said.

    A report from an Ohio think tank examined the new budget changes and private school voucher impacts on public schools over the last year.

    Research from Policy Matters Ohio said divestments from public schools at the state level “hurt public school students everywhere – especially those in rural counties.”

    Furthering study of the impact the COVID-19 pandemic had on education, Policy Matters’ Tanisha Pruitt and Cassie Mohr said those pandemic effects combined with “Ohio’s legacy of inadequate, inequitable funding” have “weakened the role school plays as a foundational public institution.”

    Ohio was ranked 21st in a U.S. News & World Report on K-12 education and 46th in an EdWeek ranking of equitable distribution of education funding, both of which were cited as part of the 2023 report.

    “Ohio’s students deserve a world-class education, including safe and well-resourced schools that are staffed by teachers who are well trained and fairly paid,” Pruitt and Mohr wrote.

    The new report also confirmed what advocates have repeatedly noted over the years that the public school funding model has been debated — that the vast majority of Ohio students are enrolled in public schools.

    Of the nearly 2 million students enrolled in K-12 education in Ohio, 88.6% are in public schools, and 8.8% are in private schools, while 2.7% are home-schooled.

    Private school vouchers saw a significant change in Ohio’s most recent two-year budget this summer, when legislators opened the state-paid subsidies to 450% of the federal poverty level, nearly universal eligibility.

    But also included in the budget was another phase-in of the Fair School Funding Plan, a six-year effort to dive into the real cost of funding public school students, and fund the schools on an individual basis based on their needs.

    “When fully implemented, the six-year FSFP will correct the over-reliance on local property taxes, eliminate funding caps on districts, and base funding on per-pupil cost estimates that more accurately reflect what it takes to educate a diverse student population,” the report stated.

    Policy Matters’ report focused largely on public schools, where they found a student population that is “somewhat more racially diverse than the state overall” with a makeup that is 16.4% Black versus the 13.3% population in the state overall, and serving a large population of more than 800,000 who are considered economically disadvantaged.

    Pruitt and Mohr remained skeptical of the ultimate success of the FSFP, however, as legislators have “only incrementally moved funding through the formula.”

    “If legislators follow through on their promise to fully realize the FSFP by 2026, they will be helping every public school in the state to be equitably funded, and helping ensure that we live in a state where every child has what they need to succeed in school and after graduation,” the report stated.

    Senate President Matt Huffman has commented in the past that he wouldn’t support funding more than two years at a time, to avoid saddling future General Assemblies with budget items with which they may not agree.

    The constraints of COVID had their effect on teachers as well, but even outside of the pandemic education methods, educators still face pressures, according to the 2023 report.

    “Teachers recently have experienced a rash of targeted political campaigns to stoke division by denying the identities of trans and nonbinary students, as well as censoring what teachers are allowed to teach in the classroom,” Pruitt and Mohr wrote.

    Beyond that, compensation levels have not kept up over the years, with the Ohio Department of Education showing an average annual salary of $69,130 for an Ohio teacher in the 2022-2023 school year. That amounts to a decrease of more than 6% from the 2018-2019 school year, according to the new Policy Matters research.

    “These factors contribute to one of the most significant problems facing Ohio schools today: too many have too few teachers to give our kids the education they deserve,” according to Pruitt and Mohr.

    The state has also seen a dip in newly licensed teachers as well, with more than 9,000 teachers leaving their jobs in 2021, but only 5,388 earning a new license.

    “Recruitment declines can be attributed to low pay, poor working conditions and other economic factors,” researchers found. New teachers are paid less, and face mounting student loans on top of a salary that is often less than fellow graduates in other professions, they said.

    But licensure was addressed in the budget, with a clause allowing substitutes to have one-year temporary substitute teaching license which could increase the number of subs, and some members of the military could obtain a “military educator license.”

    “While these changes have the potential to boost our educators workforce, they weaken teacher training requirements, which could negatively affect the quality of classroom education, especially in high-poverty schools that already grapple with recruiting and retaining highly qualified educators,” Policy Matters researchers argued.

    The state needs to improve the recruitment methods, according to the report. It could use models like the one pursued by Cincinnati Public Schools superintendent Iranetta Wright, who pledged to recruit more teachers who matched the demographics of her school, but also keep teachers from being saddled with debt by increasing funding for grant programs and teacher residency programs.

    State testing

    For the teachers who are in schools, state testing can be a significant part of the school year, and despite their best efforts, inequities can shine through in even the standardized assessments for subjects like math and reading.

    A 2022 National Assessment of Educational Progress showed fourth and eighth graders in the state “were not statistically different from the national average,” according to Pruitt and Mohr, and Ohio was ranked 21st in a U.S. News & World Report ranking on pre-K-12 education.

    “However, these statewide metrics can mask a high degree of variability among districts, schools and student populations, with predictable disparities,” Policy Matters stated in their 2023 report.

    Disparities among English Language Arts and math scores, for example, don’t have a single cause, researchers found, but “inequities in school funding track closely with gaps in academic achievement.”

    An analysis of test scores and categories from the Ohio Department of Education showed disparities among student races, but also showed a universal trend that economically disadvantaged students “are more likely to live in school districts with concentrations of poverty – including in rural and Appalachian counties – where property-value-based school funding shortchanges them,” the researchers found.

    In terms of kindergarten readiness, COVID had a negative impact, and in the 2022-23 school year, Ohio’s kindergarten-bound students showed the lowest rate of readiness since 2014, when the state began using a Kindergarten Readiness Assessment.

    “A dropoff in kindergarten readiness was likely inevitable after COVID; Ohio needs to make significant investments in early childhood education to begin recovery,” Pruitt and Mohr said in their analysis.

    The researchers criticized legislative priorities like restructuring the Ohio Department of Education, something that is now being fought over in court. But other curricular level efforts, like one to change the social studies lessons in schools and another that would bar teachers from teaching “any oral or written instruction, presentation, image or description of sexual concepts or gender ideology,” don’t fall under improvements, according to Pruitt and Mohr’s analysis.

    The recommendations they do hope will be implemented include the full implementation of the Fair School Funding Plan, elimination of the private school vouchers at universal eligibility levels, better pay for teachers and the creation of a “pathway to becoming an educator” that helps recruit teachers of diverse backgrounds.

    “More funding should be dedicated to attracting new educators, especially from underrepresented populations, while ensuring the teachers coming out of these programs are fully qualified and prepared to give our kids the best education possible,” the researchers concluded.
