    Council endorses request by residents for Grailville grant application filing

    Loveland, Ohio – On Tuesday the Loveland City Council approved a request by the Cardinal Land Conservancy to put their mark of support on a plan that could save 89 acres at Grailville as dedicated green space in perpetuity. Andy Dickerson, on behalf of the Conservancy, appeared at the meeting requesting a vote of support for a grant application that would be submitted to the Clean Ohio Conservation Fund, for funding the purchase of the 89 acres of Grail property that is within the city’s corporation boundaries.

    After their successful effort to convince Loveland Council to support the plan they worked on for a year, some members of the Grailville Land Preservation Group posed for a photo. Laurie Kiley, Kevin Kiley, Sharon Scovanner, Andy Dickerson, Elizabeth Murphy, Elizabeth Robinson, Mary Lu Lageman, Jamie Smith, and Loretta Rokey.

    After Council unanimously approved the request Dickerson expressed caution because the Conservancy will still need the support of the Miami Township Trustees and the Clermont County Commissioners.

    This is the site where Drees Homes was denied the zoning change they requested in 2022 after local residents filled Planning and Zoning chambers to urge that the site be protected. The Kentucky home builder had requested the land become a Special Planning District which could have allowed 209 homes on the site. The same parcel is also where the Loveland City School District proposed building a campus until the funding they wanted was denied by voters in 2019. The site is bounded by O’Bannonville Road and State Route 48 (Oakland Road).

    After the re-zoning Drees requested was denied, local Grail members and other local residents coalesced to find the solution that was presented to City Council on Tuesday. Many of them sat in council chambers to hear the presentation.

    The Grailville Land Preservation Group worked together to stop the zoning change for Drees. Four members of the conservation subcommittee of the larger group consisted of Lauren Enda, Kevin Kiley, Jamie Smith, and Sharon Scovanner.

    Sharon Scovanner told Loveland Magazine today, “I want to make it clear that both the big group and our subcommittee were very important to our success. This was a case of many members of the community coming together with the goal of preserving the land. We are grateful that ‘corporate’ Grail agreed to provide a 25% match for the grant and to the local Grail women, several of who worked alongside us wanted to find a solution. Of course, we have been honored to partner with Cardinal to help facilitate an agreement that is good for the Grail and the community.”

    If the grant application is successful, the 89 acres of land would be deeded as dedicated green space in perpetuity. The proposed purchase by the conservancy would be adjacent to the 100-acre Clermont County Park District property, which was also acquired from the Grail using Clean Ohio funding.

    Rinsky Woods Nature Preserve

    Clermont County

    There are few woods like this in the world. Those woods that exist are found only in Southwest Ohio and Southeast Indiana. Rinksy Woods is the second largest woods of this kind in the world. In fact, it has been designated as an Ohio Natural Landmark by the Ohio Department of Natural Resources. These wet flat woods are adjacent to Stonelick State Park, adding to an admirable stretch of greenspace in the area. Details & Trail Map

    Todd’s Fork Nature Preserve

    Clinton County

    Native prairies give way to a 100+ acre woods on this preserve, which also includes the Todd’s Fork of the Little Miami River. Cardinal has several stewardship projects ongoing here including maintenance of the prairie. Maintenance includes prescribed burning which is meant to discourage unwanted invasive plants on an annual basis. Details & Trail Map

    Kope Hollow Nature Preserve

    Brown County

    In Southeast Brown County, the Kope formation (a bedrock formation unique to Southern Ohio and Indiana) runs through incredibly diverse woods. A recent native plant survey listed over 100 native species. This property is also graced with five waterfalls that contribute to Roup’s Run. This water flows into the Ohio River just beyond the bounds of the property. Details & Trail Map

    Bortz Family Nature Preserve

    Hamilton County

    This 119-acre preserve offers respite in deep and cool woods along with views of the wide Ohio and of the Little Miami’s emerald shores. This land appeals to both humans and wildlife because of its diversity. The Ohio Department of Natural Resources determined that this land is likely the home of the endangered Indiana Bat and several endangered species of mussels. Overlooking the confluence of these two great rivers is an American Bald Eagle nest, atop a towering cottonwood tree.     Loveland is a lovely place: great businesses, schools, and neighborhoods; a thriving downtown and endlessly entertaining bike trail; and, above all, its wonderful people, who help make the place truly special.

    For 32 years, Tim Butler, my father, has been one of these people. He raised my four siblings and me in Loveland. Because the city has given him so much, he has tried to give back. He’s been, among other things, a parent, a coach, a local business owner, and, for the past four years, a member of Loveland’s city council. 

    He has taken his role on council seriously, knowing he serves the people of Loveland. He carefully studies the issues before Loveland city council, making sure he has a full understanding of them before voting. He also tries to ensure that the city council has all the relevant information on the issues of greatest importance to Loveland. And he seeks input from city residents, who entrusted him with his position.

    He has agreed with his fellow council members on many of these issues. Sometimes, however, they have disagreed with him, leaving him in the minority on important votes. The most important of these involve the ongoing debate over the possible construction of a parking garage in the middle of Loveland’s downtown area. Tim has taken a position against this garage, citing its projected costs, its effects on downtown Loveland’s traffic and pedestrian flows, and the unlikelihood of its being consistently used to full capacity. He has proposed alternatives, such as making fuller use of other available parking in the area that often goes unfilled, and considering shuttle services. He has done all of this in good faith, trying to present his views honestly to his fellow council members.

    Yet for his opposition to the proposed garage, Tim has been consistently sidelined by council. Members have engaged in procedural trickery to prevent him from starting the kind of discussion about the project that would be appropriate for one of the largest such efforts in the city’s history. And now, it seems like some members of council want him gone. In the current Loveland city council election campaign, two incumbent members and two new candidates are openly collaborating, all with the backing of the mayor, and with the implicit goal of knocking my father out of his position. This is unfortunate. A council without Tim Butler would almost certainly think about and discuss important votes less before actually taking them, to the likely detriment of Loveland’s future. 

    My father is not some reflexive contrarian. He will vote with other members when he considers them in the right, and has done so many times. But when his study of the issues leads him to a different position, he won’t go along to get along. That’s just not who he is. 

    So who is Tim Butler? He’s the kind of person the people of Loveland should want to remain their representative on city council. He will consider their interests, ask tough questions, and push for the kinds of discussions that will be necessary for Loveland to chart a successful course. In my father’s four years on council, he has put the people of Loveland first. He’s in it for them, and always will be. I’ve never known him to be anything else.

    Loveland Homerama site moves forward

    Loveland, Ohio – On Tuesday, December 15, City Council held a public hearing on the proposed Homerama site for the corner of Butterworth Road and St. Rt. 48 in Warren County. The developer is requesting a change in Loveland’s Zoning Map to a “Special Planning District” (SPD) to accommodate building single-family homes for the 2022 Homerama.

    The concept plan has now made it through the first three sessions of government scrutiny and again goes back to City Council.

    The latest approval was when the Planning and Zoning Commission received the plan again and met on January 5. They voted to recommend to City Council that the zoning map amendment should be made, and that City Council should set a public hearing on the proposal. They followed the recommendation of City Staff that the Council should conduct a first reading of the ordinance on February 9 and schedule a public hearing and conduct a second reading of the ordinance on February 23

    The subdivision will be named Chimney Ridge and will be a Home Builders Association of Greater Cincinnati 2022 Homerama site. The developer is CB Butterworth, LLC 3333 Madison Pk Suite C Ft. Wright, KY. The homes would sell for $600,000 to 1,300,000.

    The proposed development includes 30 single-family dwelling units with a maximum density that shall not exceed 1.15 units per acre and a minimum lot size of 16,000 square feet.

    Jack Baldwin who lives on County Down Lane in the next-door subdivision of Brandywine told City Council on December 15 that he has talked with about a third of the homeowners in his subdivision and received no objections to the layout of the proposal, except concerns about traffic leaving the subdivision at the intersection of Butterworth Road and Brandywine Lane. Baldwin said he was representing the subdivisions of Brandywine and Butterworth Glen. He also said that residents had concerns about the traffic impact to the intersection of Butterworth Road and St. Rt. 48.

    Representing the developer, Greg Berling, noted that he completed a traffic study for Chimney Ridge, Brandywine, and Butterworth Glen to get a comparison. He said that Brandywine and Butterworth Glen have around 553 daily trips and Chimney Ridge is estimated to have 71 daily trips.

    City Hall seeks residents for committee openings

    Loveland, Ohio – Citizens who wish to be considered for service on any City, board, commission, or committee must complete an application and submit it to Misty Brents, Clerk of Council, by Monday, December 2.

    Applications are available online at www.lovelandoh.gov (link) or at City Hall located at 120 W. Loveland Avenue. Cheshire said, “Committee members must live, work, or own their own business in the City of Loveland, or demonstrate some other significant tie or contribution to the City of Loveland.”

    Applications are being accepted for the following Boards, Commissions, and Committees:

    Arts Commission: Members would establish guidelines and oversee public art displays and murals as well as promote and involve the community in visual and performing arts. The commission meets as needed. Two-year term.

    Beautification Committee: Members of this committee beautify Loveland through design, organization, and implementation of plantings that enhance the appeal of our city. Annual events include Spring Planting, Fall Planting, and Light Up Loveland. This committee meets approximately monthly. Two-year term.

    Board of Zoning Appeals: Members hear and govern appeals from decisions of the Building and Zoning Department, Planning and Zoning Commission, and requests for variances from building and zoning regulations. This board meets as needed. Three-year term.

    Civil Service Commission: Members make, adopt, and oversee compliance with rules and regulations related to the appointment, promotion, removal and compensation of employees in the classified service of the city. This commission meets as needed. Three-year term.

    Community Improvement Corporation: The CIC is a not-for-profit 501(c)(3) corporation formed for the purpose of advancing, encouraging, and promoting the industrial, economic, commercial, and civic development of the City. Members serve two-year terms. Meetings are held as needed.

    Comprehensive Master Plan Committee: Members of this committee will direct the development of the Comprehensive Master Plan working with the Planning and Zoning Commission and the consultant selected to prepare the Master Plan. This committee will meet as needed until the final plan is adopted.

    Finance Commission: Members of this commission provide oversight of the annual operating budget and make recommendations to Council. The Commission also acts in an advisory capacity to City Council in matters pertaining to short- and long-range financial policy matters and funding for City operations. The Commission also reviews and recommends changes to the City’s Investment Policy. This commission meets quarterly with weekly meetings during budget season. Three-year term.

    Historic Preservation Design Review Committee: Members of this committee are knowledgeable about historic preservation and building repairs. Their responsibilities include working with a consultant selected to prepare historic preservation guidelines. The committee meets as needed. Two-year term.

    Law & Ordinance Committee: Members review proposed laws and ordinances for clarity, accuracy, and legality prior to Council consideration. This committee meets as needed at the request of City Council. Two-year term.

    Lighting District Equalization Boards: This Board hears objections filed by property owners to their proposed assessments. Meetings are held as needed. Two-year term.

    Planning and Zoning Commission: Members of this commission serve in an advisory role regarding land use and land development issues. The commission advises and makes recommendations to City Council regarding the City’s master plan for development, zoning changes, platting, and site plan approval. This committee meets as needed but not less than every two months. Three-year term.

    Public Relations and Communications Committee: Members assist the City in improving communications to enhance the ability of citizens to learn about community issues, city events, and to consider marketing strategies to promote the city and its image. This committee meets as needed. Two-year term.

    Recreation Board: Members of this committee provide for the development, maintenance, and operation of recreational facilities and programs for the City. This boards meets as needed. Three-year term.

    Storm Water Committee: Members see that the City is maintaining its storm water plan to help provide for cleaner streams and rivers. This committee meets as needed. Two-year term.

    Tax Board of Review: Members of the Board meet to examine and make recommendations pertaining to changes in the tax code. This board meets as needed.

    Tax Incentive Review Council: This Council meets annually to review all abatements granted pursuant to the City’s regulations. Two-year term.

    Tree & Environment Committee: The Tree & Environment Committee recommends the development of policies and promotes practices that provide environmental prosperity in our community. This committee meets monthly. Two-year term.

    Veterans’ Memorial Committee: The Veterans’ Memorial Committee promotes patriotism throughout the year and assists in the planning of the Memorial Day Ceremony. The committee plans and oversees the creation of new memorials and promotes the sale of paver inscriptions at the Veterans Memorial. This committee meets as needed. Two-year term.

    Loveland, Ohio – On December 2, Loveland City Council will meet to swear in the recently elected members. The meeting will begin at 7 PM at City Hall.

    Kathy Bailey is the current Mayor, however, after municipal elections in Loveland, Council meets in an “Organizational Meeting” and votes among themselves a Mayor and Vice-Mayor for the next two years.

    Sitting at the Council table that night will be the three who finished at the top of the November 5th election; current Mayor, Kathy Bailey (2,642 votes), newly elected member, Andy Bateman (2,190 votes); and, current member, Kent Blair (1,873 votes). Current member Angie Settell (1,247 votes) was not re-elected. Council has 7 members.

    The other candidates not elected were, Pat Ahr (1,183 votes) and Cory O’Donnell (769 votes).

    Sitting with those who won on November 5th will be current members, Vice-Mayor Rob Weisgerber, and members Tim Butler, Neal Oury, and Ted Phelps.

    Let’s have some fun and see if readers can see into the future, “Who is most likely to be Loveland’s next Mayor?”

    Just for fun, we’ve thrown in our favorite write-in candidate, Ms. Loveland Frog! Because after-all it would be nice to have a “tad” more gender equality and hear something besides just 7 human voices croaking “Yes” in unison for the next two years.

    Meet the Council Candidates Wednesday evening

    Loveland, Ohio – The Little Miami River Chamber Alliance and Loveland Magazine will co-host a Meet the Candidates night this Wednesday.

    The forum will be in the Media Center of the Loveland Middle School at 7 PM.

    The school is at 801 South Lebanon Road.

    This event is FREE and the public is encouraged to attend

    The format will follow the same as in the past:

    • Candidates will each present for 2 minutes to open the forum.
    • Questions will be asked for 60 minutes allowing each candidate two minutes to reply or pass.
    • After 60 minutes candidates will close with a 2 minute speech.
    Residents will be putting their questions into a “hat,” and all questions will be screened for duplication. The Honorable Judge Brad Greenburg (Hamilton County Courthouse) will serve as the emcee.
